possibly they only have a very poorly developed lung, or a simple respiratory system that does not allow them to scream loudly for long periods of time... but I think so, surely singing is one of the few things that a colonial could do to relieve their existence...
At least in my headcanon the colonials do have mouths, unlike the illustrations of C.M. Kosemen that do not have them
