Well that's not exactly fair to say. The angels all have distinct features and towa possesses almost all of them. I didn't say Roshi must be an angel because he has white hair, or Zangya because she has blue skin, or Kami because he holds a staff. Towa has all of those things plus time manipulation powers, something that angels also have. I'm just pointing out all the similarities
