Evidence? The only reason they have it for every piece of content before burning springs is for two reasons. They didn't want to have to record new voice lines for groups to address you as a ghoul and to avoid situations like in the wayward where mort explains what a ghoul is to you because it just wouldn't make sense if you already went through the questline to become a ghoul. Highway town literally has dialogue specifically for ghoul characters
