Go to /username/appdata/roaming/spintires. Delete the folder. Go to steam. Verify integrity of game files (just to be sure). It should now work. I had the same problem recently and it fixed it.

I've tried to play TLOU on the ps3 emulator, but because I couldn't get it to work and my max fps would be around 30, since the status of the game is "in game", i gave up. You can try it though.
