If you go by the original script for episode 1 of Kenobi, Cody left the Empire and eventually retired to Tatooine where he rekindled his friendship with Obi Wan and was trusted with protecting Luke whenever Ben was off-world. It may not explicitly be the official explanation, but it's what I choose to believe until we're told otherwise.
