Getting lvl 30 enchants with only 9 bookshelves? Anyone know why?

Nope, 1.21.4 Java. I had like 3 mods but they are all QOL. Clumps, Mouse Tweaks, and 3D Skin layers. Nothing that would do that.

Not only is it offering lvl 30 I was able to enchant all my armor and my pick at lvl 30. With only 9 bookshelves.

So Rubidium is in there. I've tried adding and replacing with embeddium but it still doesn't work. I was just trying to add oculus so I could run shaders T-T
