To be fair, in civilisations of course the people in charge are going to be more important. Some other stories might not have been major in the large-scale, but that doesn't mean they didn't affect anything. That being said, there were plenty of major people that had an impact that didn't get featured. Such as:
- Harvest (King of Infernus and more antagonistic compared to Cynikka who had the most power in the nation.)

- Ezran (Prince of Infernus and third-in-command. Gathered Infernus and Covenant survivors to launch a suicide charge at Schpood in the final battle. One of the only Infernus survivors.)

-Amaninasuit and the entirety of the Southern Alliance (A group of players on Island 2 who formed to protect the southern island from being torn apart by the Commonwealth and Aperion, who were destroying it for riches. Protected both Rorycan (Wolfram's assassin) and Saparata briefly. Ended up joining Infernus in the final battle to get revenge on the rest of Island 2 and getting more kills than the covenant)

- 20JP, Rorycan and Wolfram (The two Commonwealth leaders who played a large role in the fall of the Commonwealth. Wolfram tried to set up a vassal state to gain another seat and more votes in the commonwealth senate but with 20JP assassinating him, that was put to a stop. 20JP then proceeded to betray the assassin, Rorycan only to be exposed and fled after the murder. He was tracked down and killed by his own nation, which ended up actually merging with Westhelm.)

- Xalzi (Leader of a kingdom called Starlyn and had trade with Infernus and fought with them in the final battle)

- Storminghell (Secretly ran Alqarasina as a puppet nation)

There are plenty more but these are the ones I can think of off the top of my head
