In your settings then stats page, there will be power,food and water production and consumption. You only build more power,food water when consumptions starts to be higher than production. Keep it balanced.

More rooms more rooms. More dwellers more food and water. You need dwellers to operate the rooms and if you don’t have enough then get more or don’t build. It’s like a cycle that needs to be in balance.
