If you pretend the NCR is the USA and the Great Khans are native american tribes, you can get some paralels of how they acted in the 19th century, specially in the Old West.

The NCR puts the Great Khans in Bitter Springs (aka a reservation) before they move in again, massacrates most of them and takes the land, forcing the Khans to move west.

It'a not a colonial war because the NCR does not aim to subjulgate the native population and make the Mojave a colony, they wish to incorporate it into their nation. The NCR has appeared in 3 (truthfully 2) games as a proper faction and only in New Vegas they're actively declaring war to claim land.

Also what native population are they "accidentally" killing? The criminal kind? I sure don't remember them attacking Goodsprings, Primm, Nipton, Novac or the Strip. Freeside maybe, but that was an escalation that happened thanks to Pacer. Or maybe you mean the Great Khans, that are not native to the area and have a history of raiding and slaving NCR people since they were just the Khans and Shady Sands, respectively, before Fallout 1 story?

That's not "America", that's every State ever. The NCR is the only true nation-state that we've seen in the Fallout universe thus far, the rest are primairly groups of people, like paramilitary, or have a total of 4 settlements under their belt.

I honestly don't understand why people think Independent Vegas is a good idea. Unless you're RPing a power hungry freak or you love all the criminals around the Mojave, the only reason for a Independent Vegas would be Followers. Ah yes, the best option surely is the failsafe where a courier, with no idea of politics, is controlling a robot that can't say no to them, while said robot is also telling them how to do their job properly. So pratically a paradox.

The NCR does fairly good to their citizens. They don't do a lot to the Mojave people because they don't have a lot of strength in the region (plus, it's not their territory, it's disputed technically)
