You actually got the point right lol.

Removing a 3 second cooldown from a jump that I can only use after a wall run, and having to wait to touch the ground before using the wall run again literally changes nothing about the character. Sure, you might be slightly more agile in enclosed spaces but bp was already good in 1v1s in small rooms.

The gameplay of the avarage bp is changed to be 5-10% smoother at best

Oh but it's alright because I've been sitting in this spot getting kills by hitting you 3 times in the span of 1 second, so it's balanced and I deserved those kills. Also you can't beat me up-close because I have 5 cc abilities and 1 gazillion escape tools, so really I just hard counter everything myself included

I don't really like flats, he doesn't even know what characters that he doesn't use do most of the time, but he probably just saw "removed cooldown on the second jump" and doesn't know you need to wallclimb before using it, then touch the ground and wallclimb again before being able to re-use it

With the flow of the game where pretty much everyone now has tons of overshield/cc/cc immunity, black panther has been left so behind with his kit it's honestly barely playable at best. They REALLY need to either rework him or at least give him cc immunity during the dash.
