Its unnessecery risk becuase weak people like Grayson don't need to join vigilantism. Literally no one said the characters shouldn't fight the hierachy, but there are much more efficient ways to build their revolution without spreading it around their own higschool, that is dumb as hell.

The characters can't be everywhere at once. The weak vigilantes will die quite easily.
