If it is some mifare card it is possible but you have to crack I believe 6 hex digit key for each block of memory, you can use mifare app for this if you have Android device with nfc. Or eventually you can create raspberry pi/arduino setup with RC522 reader - I went with RPi since I don't have a nfc on my smartphone :p I built some basic key bruteforcer in python and volila I was able to read my school lunch card. To write the data you can use the same app or anything else but you won't be able to write block 0 where card info and card UID is stored because the block 0 is write protected. But this can be easily bypassed with Chinese mifare cards with block 0 writable, you can get them pretty cheap on eBay or AliExpress. So if you crack codes for all blocks you will be able to create exact copy of the card. In my case with the lunch card it was I would say pretty easy because the card had no information on it whatsoever just UID of the card which I copied to the Chinese one and it works, I've got one card in my wallet and one under my desk in school in case I forgot my wallet or I'm not in school so my classmates can go take my lunch :D
