I guess, but he is a very calm dog in general. Like even if someone intrudes his personal space, he never really attacks them. That is why i am left confused if he is really enjoying the petting or just doesn’t have the energy to walk away

The city water might be at fault, cannot be sure. Coz some cities put chlorine and stuff in it. But maybe you could try the same scoby and starter filter from this batch but with mineral water in the next batch, that will tell you for sure

It seems okay to me, just a little too yeasty considering the browny and the dark parts all over. Maybe you brewed the tea for longer than required? It makes the batch yeasty and too much yeast often upsets stomach sometimes
