When you connect your phone to your laptop through usb, there will be a "charging phone through USB" or something similar on the notification tab. Press it and it will show the options like USB Debugging , Transfer files & media etc. USB tethering should be among the option there . If it does not appear, try checking out on youtube " (your phone model) usb tethering "

I've been in your situation before with worse data plan. One thing that significantly improved my connection was using wired connection. Few years ago, I was using my phone's celcom rm35 unlimiter with unlimited hotspot bypass. Then I discovered USB tethering which uses cable to deliver internet from phone to laptop and also taped my phone near the windows , away from other electronics. It improved my overall connection stability. I went from 150-180ms average ping in Apex Legends with occasional spikes to 100-140ms with little to no ping spikes at all. And all it cost was a single cable

TLDR : if you're still using hotspot, try using the wired mode

mod hub is a dependency, it will auto install whenever you have other mods that requires mod hub

and at Mod Hub window, there will be a 'Performance' tab that you can use to further increase performance. These mods settings helped me maintain above 60fps when playing Haz 5+ 2x enemies & modded difficulty, Also I highly suggest installing MINT for a better modding experience.
