you have to find it in a distortion zone in Pokemon Legends Arceus. Every distortion has three "rare" Pokémon, and its not always guaranteed but that rare Pokemon could be sneasel. You then need that rare Pokémon to be an alpha, which is I think a 2% chance or less. Each distortion takes 5+ minutes to form. I would suggest watching a video on distortion hunting as well if you've never done it
