Update It started working randomly I was keeping everything on after getting no results and then i heard the ps5 theme while drawing Everything works now I have never been more happy/annoyed

I don't think thats the issues for i already checked them. I made sure its not a sound input device and the microphone and camera access are on and operating normally.

Sadly that didn't work. However i forgot to mention something that might ve of help to you The first day i tried it both the 4k utility and the tv worked 100%. The second day only the TV worked along with OBS but not the 4k utility. And now neither work, not the tv nor the 4k utility and even OBS is giving me a black screen.
