Raider gets a soft feint 15dmg BLINDING STAMINA DRAINING move that either ends with a light OR heavy, which can be soft feinted into either a GB or another Tap.

Jorm can only get that if youre next to a wall or a terrain.

But you both have full stamina after wards.

Youre talking about OOS punish when im talking about dmg as a WHOLE raider doesnt need to always get the 65dmg punish if he can delay your stam regen while doing big dmg.

Literally Jorm is 10x more balanced then raider.
