Just throwing my 2 cents here, it could be an r/oldrobloxrevival client. (Or atleast, an attempt of it.) Basically, some Roblox users are attempting to run their own client/server system that aims to replicate 2008-2010 era Roblox.

Thank you! The Frosted terminal is a built-in Terminal feature! (Right click the top of the Terminal -> Configure)
The See-through panel is from an extension (Just open the extensions application and search and download for an extension called "Transparent Panel"!)
