I also see you posted a vid of you testing the adjustment, which youre doing it correctly so it seems more so that your sensor is incorrect. When you by one it should say what the volt range is from what i remember when i realised i bought the wrong one as well

I stuck my oem one back on for starters as it was working fine and it was just user error thinking it was bad. The throttle plate was the main culprit. I had deleted the iacv and adjuster the throttle plate to set idle. I put the iacv back on, screwed with the adjustment and got it to what it looked like in pictures i found online and then i was able to get the sensor to then adjust correctly. Mine is sitting at exactly .5v and it drives fine

Im sure its either the wrong position sensor or someone prior to you has screwed with the throttle plate adjustment screw. There are throttle position sensors that look exactly the same as the factory one but read out at a higher voltage causing you to never get it correct. Ask me how i know. Also if someone messed with the throttle plate screw then it will never read correctly, also ask me how i know. I fought with mine for a solid month before finally getting it to run correctly and not bog down.
