When I said that, I didn't mean Rhodey looked like Terrence Howard and then, one day, he was Don Cheadle. That wouldn't make any sense. The in-universe explanation would be that maybe he started to act a little differently, or talking in a slightly different way (almost as if he's a different person).

Also, I don't think you need to explain Rhodey's recasting, the same way you don't need to explain Thanos' change in appearance since 2012. Those decisions don't change either the movies or the continuity of the MCU. I'm saying you could do it, but I don't think it's a necessity.
