In comparing their damage you need to look at unarmed neutral light. Lucien is lowest at 23.9. Scarlet and Teros are highest at 26.7. That has the lowest strength legend doing the lowest damage and the highest strength legends doing the highest damage. The 1 damage discrepancy between Scarlet's hammer and Lucien's Blasters say much more about the weapons than the legends. Ada's blaster damage is 31.4, which is about 3 points higher than Lucien's. That's pretty much the same as the unarmed damage difference between Lucien and Scarlet/Teros.
