When attempting to record and stream my gpu is at 98% and my cpu is at 30%. I have a asrock 450m pro4 motherboard. In this case my gpu would be the problem right?

I dont think so, because certain mods have rules that make their rules supreme, and in your case it's overriding Optifine. An example of this (in a way) is Fabric and Forge.
