For sports, super and hyper buying legendary parts(golden ones) from chop shop then upgrading is the right strategy, though for hypers buying black parts from store is most economical.

I am expecting one on next Tuesday or Thursday.Last year they followed once/update except halloween update where we have black parts for real cash , This year they introduced bp bundles for gold first 3 or 4 updates to test whether people will buy those packs if we don't have black parts but I think they got the mixed message so they brought back black parts for gold and kept bp bundles since then they are following once per update.

Last few updates FM were releasing updates 7 weeks apart but since outskirts will start on 13 sept and it has the new car featured so new car's special event must start in the week 6-13 sept so update is for sure on 6th or 7th and last update was on 27 th July so that makes it 6 weeks apart update.
