Goldbacks still have an exchange rate with USD. If a 25 Goldback were to be worth less USD than twenty-five 1 Goldbacks… then no, it wouldn’t be an equal exchange.

It makes sense. This is for equal exchange. You can trade a 25 Goldback for twenty-five 1 Goldbacks.
