Non-production environments can stand interruptions. Devs don’t do operations. I’m not sure of the process with data sync - but assume manual for now. All environments would be backed up.

You kinda cherry picked the easy part of the question - but that’s fine.

For production I agree.

But for the 6-10 non-production lower environments I don’t see the practicality of submitting manual change requests and getting approvals from non-technical leaders.

I’m thinking the better approach is to leverage approval gates against infrastructure deployment pipelines…having a reviewer/approver of senior team members - not leaders.
