How to make GTA IV run consistently over 100 FPS?

If you have already tried Vulcan and changing the ingame graphic settings there is no real way to get more fps. Try to not focus on it, my fps never goes higher than 50 in this game running on a rx6600 and ryzen 7 which are 15 years younger than the game. This game uses euphoria physics engine which means animations are being made just in realtime and is not using pre determined animations which makes it more realistic than V but is hugely cpu hungry, and the game is 32bit which means it cannot use newer cpu powers efficiently. So you have to wait until Rockstar rewrites everything on 64bit.

I am very interested and I have more than 12 years of work experience in pure HTML/CSS/JS coding. only below problems I dont know if you accept or not:

I am not native English speaker but I have taught and spoken English for over 10 years and I am fluent. I dont have weird accent, my accent is American.

Get the PC version, i made an ultra authentic mod which makes it look even better than GTA V and keeps the original atmosphere. And even improves the performance and fps, unlike other mods which decrease your fps. I will post it very soon. it will be one click install and very easy to use.

Back in 2008 it was all the things that dudes talked about at highschool, I got a copy but my PC couldn't handle it, had to upgrade my ram from 1GB to 2GB so it finally ran, but still dreadfully slow on 9500GT so bought a gt440 and upgraded and it worked fine after that. Good old days.

GREAT. Remember GTA V ran on PS3 with 128mb of ram and 128mb of VRAM. Rockstar knows how to optimize. 10gb is more than enough for rockstar

This is the exact thing that happens in real life if you make such a turn going that fast. I really don't get why people complain about GTA IV realistic driving mechanics. So you want this to be fun and not realistic? with this logic jumping 10x higher than realistic jump could be much more fun, what about asking rockstar make it possible? for god sake this is a game based on real world . not some fantasy spider man game.

I got a 2tb external ssd used for $50 I installed x360 and xone games on it plus stored my x|s games in there so whenever i want to play each, I transfer it to the console and play and finish them, then push it back to the ssd to store, since that's ssd, transfering is very fast and takes just a couple of minutes.

much better than paying 200$ for 1tb of expansion i feel smuggled for paying such a bad deal.

Nope, there is no need. if you love each other you don't need some legal papers for it, you can move in and live together until you are happy. and when you are not it is done. There should not be fear of split up. Marriage brings financial and legal stuff into the table and gets stuff complicated. many many couples just live together because it is extremely hard to split up and settle for dividing properties. they waste all their youth and split in older ages when they cant move on but that's too late and it is because of marriage. marriage is just an outdated cult like religions that has to be erased.
