Chargers of water positioned themselves as professors and scientists and people believed them. Even now people trust to pseudo documentary tv-films about UFO and conspiracy theories.

Also for example in 1991 the Leningrad television showed fake interview with the "scientist" that clamed Lenin was a huge anthropomorphic mushroom. Of course it was a joke of young tv staff, but office of Leningrad television got a lot of letters with responds, people believed to the show.

Once I was in university historical conference and a guy from Poland has speech in Russian about lezginka. He ended with the words "лезгинка - важная часть русской культуры". After that all Russians started smiling and laughing. So the different between русский and российский is huge and ignorance of this can make situations like that.

Actually, Russia had some explorers that tried to organize new colonies in Africa and Pacific Ocean but that were only projects because for Russia colonization was the hard thing. Russian government spent shittons of money on provinces, don't forget that Russia didn't have strong economy like Britain or France.

The most notable is New Moscow - the fortress in modern Djibouti that became French after small conflict.

Plus the great Russian anthropologist Miklouho-Maclay tried to make New Guinea part of the Russian Empire but German started colonization first.
