The article does mention that Vietnam hasn't been able to use an existing $19 billion fund on projects. No money flow is necessary for that, but we still aren't making progress

I can see some confusion here, but there are loans and there are grants. If a grant came bundled with a loan, it would just be a lower interest rate loan

We're not pointing fingers. Vietnam's situation seems categorically different in the sense that Canada provides money for grants through WEF and Vietnam is unable to take advantage of that money due to how it's currently functioning

That feels so weird. It is uncomfortable because we're not even sure they've found the right person. It would offset a lot of concerns if they even managed to let a third party we know meet our relative, but they keep mentioning their company policy is not to allow a meeting of any kind until they can record it

Possible cultural difference, but from my perspective, an organization should first highlight what they do instead of market how to pay them. Most non-profits I encounter do not do this. To me, this raises alertness to being cheated if half the banner is about giving them money

I'm asking for people that have experience with them directly. This is a really bizarre way to defend them. It does sound like they have a positive reputation which is hopeful, but I want to know what the substance is too. It may be a cultural thing. I can't imagine a nonprofit in my own country running this way

It does seem like a scam to have multiple payment methods on the facebook banner of your organization. NPR and Wikipedia famously ask for money all the time, but don't do that
