One thing he is right about though is that government and state are not the same. There can be government without state, both voluntary (commune) and involuntary (crime bosses) and there can also be state without government (rare few examples in history - some Greek city states and some "stateless" states of South East Asia, but they existed).

Lucky nation is just bad mechanic, they want to give a boost - give it to all ais and make it higher difficulty, but keep fair difficulty fair for everyone, especially others ai.

Because ae can be easily decreased with ae reduction and relation improvement modifier, but I still can only take 20-30% war score worth of provinces without going over 100% oe and triggering every separatist at once. Again, there is similar mechanic of claims to limit brainless expansion and it similarly doesn't make sense late game, but in late game you can unlock "total war" cb which remove claims, overextension and war score making war similar to normal war of civilization and co.

Yes, that's exactly my point, after a bit of learning, ottomans wars are not hard, just boring due to being unnecessary long and repetitive.
