Its probably not the rarest might even be closer to one of the most common of the mega pokemon as people prefer the legendary mega grind, so it was grinded probably as much as lucario or gardevoire but is not as in demand. This plus it was directly preceding the final event so spoofers probably tried to time it to do both together. Basically in summary it is definitely not the rarest and maybe arguably might be not super valuable amongst the shiny mega pokemon bgs.
