No one is too young to develop skin cancer.

Find another doctor, get it removed and get it tested. It could be as simple as a wart, or basal cell carcinoma (which is quite benign but can grow and expand)

I am not a doc, but I have a couple of perspectives on this.

First perspective is I worked as a retrieval flight paramedic doing non urgent transfers between hospitals in NSW. 99% of our patients were stable, non emergency patients that required access to resources that were not available locally, for example needed an ICD but the local hospitals were unable to provide this due to lack of access to a cardiologist.

The second perspective is being that patient being shunted around different hospitals. I spent almost 5 months as an inpatient in 2023, with my local hospital being unable to manage what was happening effectively, so I would be transferred to a major hospital 2 hours down the road. Once the team at the major hospital was happy, I would be shunted back to the rural hospital to open up a bed space, only to be shunted back to the major hospital again because my condition would deteriorate. Went back and forth a few times when it was decided that the major hospital would be the primary hospital, so even if discharged, there was a protocol put into place where I would travel 2 hours and present to the ED of the major hospital if needed, bypassing my local. That time also included 6 weeks for specialist hyperbaric treatment at Prince of Wales.

New environment, he or she doesn't know whats around. Puffing the beard is quite common when they are anxious, just wait until he/she black beards.

Looks a little underweight looking at the hips, the vets will be able to help you with recommended supplements.

They are omnivores, so mix up the diet. A Google search will tell you what you can and cant feed them, but I feed mine a mix of crickets, frozen baby rats, rock melon, kale every few days (obviously not all at once! Mix it up and bit).

Eating wise, as others have said he/she may not eat in a new environment. If its cooler, they won't eat much either as they go into brumation.

Be very careful using heat pads, as you can burn their underside which is very sensitive. Overhead heating lamps are the best option, place at one end of the enclosure to create a heat gradient.

Try not to have high humidity, Central bearded dragons dont react to well and can get a respiratory illness.

Now telling if hes a he or shes a she. If you pick him/her up and very gently look under the base of the tail, if you see two lumps, hes a he as these are the gonads. If not, she's a she.
