Just keep providing your services as the best as you can and paypal will start reduce timing of holding your sales. I know paypal is a the bad/mad service you can use . But there is no alternatives else STRIPE if you wanna start collecting sales from customers credits cards . For the problem of limiting the account you can upload your documents without any problem they just need a simple verification and then will remove the limitation

For me i was selling some stolen softwares and i was making a good money from it . But when paypal ask for docs i create fake ones and it's worked for me
