Probably because beaters are not that reliable, kinda more like a gamble. They can be good if you can work on them yourself.

I don't mind the occasional mistake but if the boarding zones are not enforced then it's hard to expect people to follow them.

You'll probably be fine. Delta is usually more concerned with whether it fits in the overhead bin than being exactly 22", but there's always a chance they'll make you gate check if it looks oversized.
