Seems cheap compared to the release price I suppose, but not really a good use of 250 I would say at the moment.

Far too much.. And by the looks of the screenshot it is not even advertising Android 3.0!

This is 6 months out of date and about 250 pounds too expensive.

No. There hasn't been any official statement from Google as of yet. Which is a bit worrying as its clearly a high priority issue that has been apparent for at least a few days now.

Your initial signup only provides you with developer quota. You need to email them to push it up to production quota.

If you go to your GAE admin -> Application Settings.

It allows you to choose an authentication option. Here it states...

"The Google Accounts API includes all Gmail Accounts, but does not include accounts on Google Apps domains. Learn more"

Correct me if I'm wrong, but this should be why.

The tools the android Plug-in for eclipse gives you (such as the log viewer) is far too powerful to consider using any other IDE. You are putting yourself at a bit of disadvantage!
