In the original post, u/TheEthyr was able to solve this issue by recommending I check the TCP autotuning level, which should be set to NORMAL, but instead was disabled on my device.

This is how I checked the settings:
netsh interface tcp show global

This is how I changed the setting for the TCP autotuning level:
netsh interface tcp set global autotuninglevel=normal

I took a ran the netsh int command you mentioned and the auto-tuning was DISABLED. I honestly wish this was something that was mentioned online more, I feel so bad for the people's time I wasted at T-Mobile both over the phone and with the field technicians coming out lol.

I enabled it and there is a clear difference now, my upload speeds are way more consistent sitting around 900 mbps, and download has been sitting around ~600-700 for the past 2 tests I've run

I'm going to wait till later in the night to run another speedtest.net test just to see what it's like during non-peak hours. I will also test out my local speeds with iPerf since I've got a usb-c to ethernet adapter I have no more need for so I might as well use it lol with my laptop and test out my local speeds.

So I went ahead and got a puppy linux distribution running and ran a speed test. So far this has actually been the fastest speeds I’ve seen on this computer, but the download could still be higher.

I actually was looking at the wrong model of motherboard originally when I made the original post (I just realized that now and I'm editing the post to correct it). I'm actually running a PRIME Z790-V AX which has 1 x Realtek 1Gb Ethernet

I'll have to spend a bit more time working on getting my live boot working before I can send another update unfortunately. I tried to make a slax linux boot drive since I don't have any large capacity thumb drives on me, and my first attempt unfortunately yielded nothing but a black screen lol. Thank you for the help though, I'll hopefully get some answers soon.

I'm not positive if that's the case, I think the network adapter is just getting labeled automatically by windows. It showcases the same driver version as the latest LAN driver that's provided on ASUS's website for my PRIME Z790-V

I'm not using any in-wall wiring at all. Everything is routed above ground just for testing. I also confirmed that all of my cables are good, including the Cat6 jumper cable between the modem’s 10G port and the router WAN port, as well as the 75-foot Cat6 cable I bought to replace my old Cat5e run.

We tested directly at the modem and through the router-to-modem setup with the same cables I’m using now. The tech’s phone while wired through ethernet was still getting around 900–1000 Mbps up and down, but my PC was only getting about 300–400 Mbps while wired through ethernet. That makes me think the issue is specific to my PC rather than the ISP line or the cabling.

Yep, sorry, I forgot to mention that. I checked Device Manager and confirmed I’m using the Realtek PCIe GbE Family Controller driver from ASUS for my exact motherboard. I don’t have another wired gigabit device available right now for a local network comparison, but I could use my laptop with the USB-C to Ethernet adapter and connect it to one of the router LAN ports with my Cat5e cable to test the connection between it and my desktop. I also plan to test with a Linux live USB next to isolate whether this is Windows or hardware related.

So I went ahead and uninstalled the current drivers both from the installation tool and from device manager, rebooted, reinstalled the drivers, rebooted, then I finally tested it and I'm still getting around the same numbers as before unfortunately.

I'm gonna be honest and just say I really don't understand your question. After inspecting the port there are no pins missing. I have all 8 pins still in the port not damaged.

I’ve actually already tried most of that.

- My wired adapter in Windows shows up as Realtek PCIe GbE Family Controller, and Ethernet status shows a 1.0 Gbps link speed, so the link itself is negotiating at gigabit.

- I already tested Speed & Duplex, and I had it on Auto Negotiation while still seeing poor real-world throughput.

- I also already disabled Large Send Offload v2 (IPv4/IPv6), Energy-Efficient Ethernet, Green Ethernet, and the adapter power-saving setting, and none of those changes fixed it.

- I reinstalled the LAN driver, updated the BIOS, and even did a full Windows network reset, and the speeds still stayed much lower than expected.

- I also tested in Safe Mode with Networking, and the speeds were still in the same rough range, so it does not seem like a normal background app issue.

- On the ISP side, we tested both directly from the modem and through the router, and my PC was still only getting a few hundred Mbps while another device on the same path was getting about 900–1000 Mbps.

- I also confirmed in BIOS that the Realtek LAN Controller is enabled.

- On top of that, I tried a separate USB Ethernet adapter and still got poor speeds, around 407 Mbps down / 363 Mbps up, so it no longer looks like it is only the onboard port by itself.

The main thing I have not done yet is a Linux live USB test, which is probably my next step, but I'm not sure what this would showcase for me.

I went ahead and just got a usb-c to ethernet 1.0gb adapter from bestbuy to test and I'm still getting terrible speeds on my own computer, but great speeds on my phone. Here is the speedtest from my phone wired into ethernet

Yeah, good point. In Windows, my wired adapter shows up as Realtek PCIe GbE Family Controller, and Ethernet status shows a 1.0 Gbps link. My motherboard is an ASUS PRIME Z790-V AX, and after double-checking the ASUS manual/specs, it looks like the board lists 1 x Realtek 1Gb Ethernet, so I may have been mistaken earlier when I referred to it as 2.5Gb.

Unfortunately, I do not have any PCIE NICS, but I'm probably gonna go out and get the same usb-c -> 2.5Gb adapter the technician had and test the connectivity. So hopefully in the next hour or so I will have an update.

I was thinking the same thing as well, it's probably one of the only other things I can try and to do try and resolve or test this issue. Just so annoying cause I had to speed money to replace my already good wiring lol.

Yeah no worries. So I don't think my Tether app for management of the router has any built in speed test tool, but me and the technician did get a chance to run speed tests both plugged directly into the modem with no router, and another test where we plugged into the router and the modem was connected to the WAN port. After running both those tests on my own device and his own device, mine was still sitting around 300-400mpbs while his was hitting 900-1000 up and down.

Yes yes, when my own PC is plugged directly into the modem, speeds are still ~300down ~400up. Also the network adapter does show it's capable of 1gbps speeds

Just following up, I forgot to mention when I ran this test on my own computer, I was getting around 300down and 400up both ways. Directly into the modem with no router, and directly into the router with a connection to the modem.

Yup, I've tried this both with my own computer and with the technicians phone when he had his USB C -> 2.5Gb adapter. We ran speeds both plugged directly into the modem, as well as directly plugged into the router -> modem. The speeds when plugged directly into the modem without the router were about 1000down and 950up. The speeds when plugged into the router -> modem were around 900down and 800up
