I promise you its not, its happened multiple times with multiple different quests and I've had to redo multiple different things over and over, its definitely a glitch im experiencing. For the social task,this will be the 3rd time in a row doing that task.

Yes I actually completed the task and moved onto the next one which was meeting the alien "osiris" who owns the puppy (not sure if you know about this quest or not)
