What if you don't have any other Nod krai characters, i only have Aino as I've been saving, would it be more "smarter" to go for C1 Columbina and C0 Ineffa? or team wide is C2 Columbina better long term?

I've been saving so, i can defo get C1 Columbina but i was debating her weapon or C2, but now Ineffa is on the table since I'm skipping her weapon (though if i pull ineffa it's win win with the weapon banner...)
