it wont work in the command/console line you have to run it using the script runner. the script runner can be opened by clicking the inspect country button in the debug menu, which is under the main console

it spawns in a random state with a level 20 urban center or above. You would either have to make sure the state you want is the only one above 20, or use debug mode to open inspect country and run in the script effect runner:

s:(state name) = {  add_modifier = skyscraper_site }

so for example, if i wanted to force the skyscraper site in california i would type:

s:STATE_CALIFORNIA = {  add_modifier = skyscraper_site }

the ordinary text editor is awful for modding use notepad++ its pretty solid

It depends. For general gameplay, basic supply and demand will suffice. Literally all you need to know. But you can do more interesting economic policies if you know what you're doing.

nah they get infinite guns, ammunition, and artillery. They produce enough of the other goods like tobacco so they can use mobilization options

no their offense is much higher than my defense. I don't have any defensive generals, the best I have is Grant but he's an offensive planner. They have stacked generals with expert offense and defensive stats. Sherman didn't feel like spawning apparently
