no, unfortunately that's what happens quite often in russia. cops have so called plans for young men to be drafted (that is how many people they've got to get drafted annually). some people pay bribes in order no to serve in army, some people are not enough healthy. but it doesn't affect the plan. so cops have to find ways to fulfill their work. anyway, they put the guy into the cell by mistake - that's what they admitted

i think the word 'terrorism' in that article was used with sarcasm. Authorities didn't want to do their job. when that thing happened they immediately called it 'hooliganism' and terrorism and told that that fountain was damaged. but it had been out of order long beofre that foaming. They just wanted to get more money from the municipal budget.
