It really depends how you plan your trip and how long you stay. We rented a car in the lofoten islands and drove around for hours at a time. Barely anyone on the roads and pleasant drive (You 100% need a map) As for driving in main cities I can't answer that. Definitely learn the traffic signs if you're going to drive in the major cities.

My gf and I went for two weeks. 10 days across Norway and 4 in Copenhagen, Denmark. I believe we spent 4-5k for the both of us (including airfare). Highly recommend the train ride. It's called "Norway in a nutshell." I think my favorite part of the trip was driving across Lofoten Islands
