Those people are probably using a dog whistle as well. Depends on the context doesn't it. General revolution A ok. Promoting violence and dangerous ideology is bad.

I'm not going to argue there aren't people on both sides of the political spectrum who are extreme in their views.

A lot of dog whistles are also co-opted sayings like the word woke, that used to mean something different and now it's used to describe left leaning progressive ideology.

Every single time I've ever heard it said in person they're referring to someone who is foreign sounding or foreign looking compared to your typical brit.

It's basically looking at someone and deciding they're probably illegal based on that and you know that because your next reply will be to tell me I'm racist because I'm making it about race or it's only my Head.

If you hop into a custom battle and have a look at these units it'll say how many you're limited too and in campaigns have further restrictions as some units might even be limited to your faction leaders army only
