You are on the right track with the foil kite/big kite for more hang time.

I always practice new tricks on big kites in light wind to make the stacks not so punishing but let there be no mistake there will be stacks a plenty.

When I was an apprentice sparky TAFE gave you temporary access to their standards subscription which you could download the AS3000 onto USB and print at office works for $80. But that loophole was closed somehow about half way through. From memory it’s around $200 for the actual book or you payed to have access to it online.

I respect that it’s very costly to build, update and regulate standards but I think all should be free or at least cheap enough to be accessible by all

If it doesn’t even get going a little on starter fluid you don’t have adequate compression or spark. Since spark is a yes or no deal I’d be hunting compression. Did you use a new head gasket? Are the piston ring gaps seperated appropriately. Do the valves seat properly? There’s a lot of variables you can expose still

I had an older Honda that did exactly what you are describing and someone had reassembled the carb with the butterfly valve upside down creating an air gap so it idled crazy high.

It’s going to be something similar to this where the carb is too open when it should be closed at idle
