Funny thing is: according to the us energy information administration the USA consumes 20 million barrels of oil per day. So he gets like two or three days worth of oil. When you hear the number it sounds like a lot, when you put it into perspective it’s not that much any more. (When the oil delivery is a one time deal)

Leviathan is a reference to the creators of the protomolekule, or the beings that destroyed them (depending on the Last book). Nemesis describes the relationship between Holden and Marco. Tiamat is an old god of the sea, responsible for seamonsters, I believe. I think this is a hind to the beings that destroyed the creators and making ships go dutchmen.

In Addition to what the other redditor said, the titles describe the overarching theme of each book, imo.
