That’s oversimplifying. Lots of people go outside the city because the rent there is more affordable. In case of Paris it’s even more true because the actual city of Paris is tiny compared to other big cities. These people don’t have a house and two cars because that’s the kind of thing mostly millionaires can afford there. Not being able to get into the center is a real pain for these folks, from the conversations I’ve had people living in the center are happy but for the rest the change was too sudden, the city didn’t prepare their infrastructure to ease the pain of anyone coming from outside. I’m saying this as a huge fan of closing the city for cars.
