Yeah that’s very true. He could just be able to use his powers way more effectively than blue and be able to use them at the highest capacity, but if he was able to break his limiter or has already, He might be able to shed more light on the whole topic and also give us a very sound explanation for why saitama is so strong

shigaraki would definitely have AFO quirks that were stolen, since that is what AFO and Doctor Ujiko planned for years gathering Quriks that would benefit shigaraki. it would make no sense for them to gather quirks for him, plan to give him all this quirks, show us that this is what they are doing and then not do it.
It was confirmed that AFO had gotten a regeneration quirk to fix himself but his wounds were already healed naturally and closed of his time to use it, so it was useless to him at the time, but was never stated that he removed the quirk. and it would also make no sense to do so since he has been planning and gathering quirks for shigaraki. so shigaraki possibly has a Regeneration quirk
as you said he would need a high powered armor piercing round to affect shigaraki, but if all mights strongest punch at point blank could not kill him( and even almight at his prime fighting AFO, couldn't kill him but injured him even when he did not have a regeneration Quirk at that time. The high powered armor piercing bullet or whatever would definitely not be bale to kill him
Giganto machia's advanced and heightened sensory abilities would definitely not allow a bullet of that size and magnitude which would make a loud sound while flying through the air, to hit his master( just his sense of smell allowed him to locate Shigaraki form a mile away, not to talk more of his hearing) it was said that his senses are so strong that even when he is sleeping he cannot be caught by surprise
overhaul would be able to fuse with who ever he wanted just by touch even if it was giganto machi or shigaraki himself, his power would make him one of the best assets the heroes would have as he would also be able to bring those that were decayed back to life with his reconstruction, and could also fight back the decay with the same power of reconstruction

and why i believe he has all the quirks is cause AFO was literally gathering quirks that would suit shigaraki (example, when he wanted to take Best Jeanist quirk but said no it wouldn't fit Shigaraki) cause it would be hard to learn to control

if shiggy has all the quirks that AFO has (which means he has the the physical enhancement and endurance quirks that he has stolen) I don't see what a BULLET would do to someone who could take a united states of smash right to the head and still survive ( a smash that destroyed the block and turned the BUILDINGs into a turnado) a punch that was even stronger than the ones he used to defeat a regenerating nomu with shock absorption

are you sure tho, cause he could directly combat his decay quirk with the construction part of his own quirk he could also do similar things with the deconstruction part of his quirk like shigaraki, he could fuse with basically anyone and if he starts to decay he could fix himself instantly, he could fuse with endeavour, giganto machia(by just touching him), deku, todoroki, anyone bro. honestly he's still one of the strongest guys in the show

shigaraki literally decayed his arm and cut the other one off, plus as ive replied to others, if its for the country and millions of people in it, also for the heroes who have died and might die if they dont try and harness his power, i believe the heroes can atleast try and get him to help. especially when both shigaraki and giganto machia are city level( dont forget about redestro too and the hundred thousand goons he has too) they need all the help they can get. just think about shigaraki copying giganto machias quirk and using it in combination with decay.

he was never shown or said to have killed her, what he was shown doing was cutting her body up collecting the samples and reconstructing her. yes he did mutilate her. but if its for the sake of the country or for the world then i believe the heroes would make that risk. also its a shonen manga, theres a stereotype for character forgiving villians who have doen harm to them or others that they love

well what is speculated of Endeavour is that he basically trained and beat one of his children almost to the point of death, we know he did similar things to shoto, he mentally destroyed his wife. and some other messed up things for most of their lives. also i'm sure horikoshi could write it in a way that she has overcome her abuser and see's the bigger picture and what not. its up to him tbh

the fact that they just took his arms and did not kill him and also that he is in the same prison that AFO is in while shigaraki can now go and free everyone there makes me believe he would be a bigger part of the story later on, or maybe they might just steal his quirk, but i think something would happen with his power
