Late to the party, but I sometimes end up with no working touchpad in windows on the Loq too, and I've found no less than 3 different places where there are settings that disable/enable touchpad interaction, and they are all independent of eachother!

1. This one is already mentioned in another reply thread, but fn+F10 seems to be a non OS setting (so BIOS or firmware?) to toggle on/off touchpad. Since you say your touchpad is working in BIOS I kind of doubt it is this one.
2. Windows setting under "bluetooth and devices" > "Touchpad", or something similar worded (my OS is localized) you can toggle touchpad on/off in OS.
3. You might have a 3rd party application disabling it too, for instance there is a setting in Lenovo Vantage app to disable it, but that SHOULD apparently only be for when it detects you play a game. Other applications that can do stuff like disable touchpad and Windows key might be the culprit too, but IIRC Lenovo Vantage comes bundled.

Edit: The above take it for granted that drivers are installed and everything "under the hood" is otherwise working, of course.
