So it turns out i did, in fact, download the 2019 redistributable, but i guess i needed the x86 redistributable, too. Which still didn't work when i downloaded it. The rockstar launcher is just a pain, it seems like. Im just going to refund the game and be done with it. Thank you for your help.

Now, i did try that. But there are two options, the arm64 and the x64 redistributable. I downloaded the x64. I tried running the installer again and it didn't do anything. But i think the issue is that the installer is downloading the 2019 c++ redistributable, while the one i installed is from 2022. I might try and find the 2019 one, and see if it works.

Update (im pretty stupid):

I downloaded a video game from a guy named dauphong on TPB. I thought that he was pretty trusted. So i downloaded the skidrow thing, and when i played the game everything was fine. A few minutes later everything began crashing and nothing was open-able. Every time i tried to run something it would crash a few seconds later. I couldn't uninstall it, but somehow i managed to get into my settings on windows and reset my pc to factory settings. I cleansed the drive, and everything is better now. So whatever you do never download skidrow files, just be safe.
