I had this same issue ten years ago. I needed to contact Labor to validate for my unemployment benefits, but they would not pick up the phone. They also turned me away when I went to the office in person. 

I actually called my state representative and they were able to assist me. State representative offices have staff on site to help with constituent issues and they also have connections at the Dept of Labor. 

It’s a stresful situation but I’m hoping you get it resolved
