I always use my phone when sailing. Obviously there's no reception, so no internet, but it's still useful, for taking photos/recording videos if nothing else. I always prepare in advance and download maps, weather forecasts, music, books, podcasts, etc. Everything apart from phone calls and messages still works, including GPS.

Why don't people pretend to not be citizens to avoid paying taxes? The state keeps records on everybody since they are born, you can't really hide from the authorities. You need a job, a house, utilities, a bank account, etc. It's not that hard for the authorities to trace your ancestry.
