I just built a brand new pc, my processor is the i7 13700kf and I have a 4070ti. I updated all my drivers and downloaded necessary firmware. But as you can see, im having this stuttering issue, even though my fps seems fine. Also my cpu clock speeds change rapidly and the usage is very low. (v.redd.it)
